CLARKSBURG, W.Va. — State police arrested a fugitive from Ohio on Thursday.
On Sept. 19, troopers observed Justin Hess, 30, in the Stoneybrook Road Sheetz parking lot and recognized him as a subject wanted for a parole violation in Ohio.
Troopers said Hess was briefly detained while the extradition order was confirmed.
During that time troopers said a canine officer gave a positive indication for narcotics.
During a search, troopers found two packages containing a white substance in his wallet and a container with a white substance that field tested positive for methamphetamine.
Hess has been charged with possession with intent to deliver a controlled substance and is being held in North Central Regional Jail on a $35,000 bond.
