FAIRMONT, W.Va. — A fourth person suspected in cannabis poisoning of an infant was taken into custody driving a stolen car Monday.

Misty Howell, 44, John Howell, 50, and Lacie Howell, 21, were arrested last month when an 11-month old was found unresponsive by Child Protective Services last month on Walnut Street.

Officials confirmed then the baby tested positive for cannabis while being treated at J.W. Ruby Memorial Hospital.

West Virgnia State Police said the fourth suspect, David Higgins, 23 was found driving a stolen vehicle on Manley Chaple Road and was taken into custody.

Troopers said Higgins was known to be at the home where the baby before the grandfather left for work. Troopers said they confirmed Higgins was at the home on the morning the child suffered a medical emergency.

All four have been charged with child neglect creating risk of injury.
