MORGANTOWN, W.Va. –– State police have arrested a Morgantown man for driving while impaired in an accident where witnesses reported a five-year-old child hanging out of a window of the vehicle.
Monday troopers responded to the crash on Patteson Drive and made contact with Robert Phillips, 27, who appeared to be intoxicated.
Troopers said witnesses at the scene said before the crash there was a five-year-old child hanging out of a window of the vehicle.
Troopers said Phillips had slurred speech, glassy eyes, and failed three field sobriety tests.
Phillips was charged with child neglect and driving under the influence.
