STAR CITY, W.Va. — Police in Star City have filed charges against a 20-year-old woman after she left an infant in her care unattended to attend “Up All Night” in the Mountainlair on the West Virginia University campus Friday.
Officers arrived at an apartment on Saratoga Avenue to conduct a welfare check and were told by neighbors that there was an 18-month-old in an apartment and one of the occupants was the caretaker of the child, Lilly Allman.
The neighbor had social media posts from Allman that said she was leaving the child alone to attend the event on the Morgantown campus of WVU. The neighbor also said Allman asked to listen for the child when she was gone.
Officers then knocked on Allman’s door, but there was no answer. The landlord then opened the door, and police found the infant on the floor with a full diaper, crying and in a state of distress but no adults.
When police attempted to contact Allman and she didn’t answer, police waited until she returned home.
Both subjects arrived at the apartment about an hour after police arrived and admitted they had been at an event on the WVU campus.
Lily Allman was the only person charged; she faces felony child neglect and is being held in the North Central Regional Jail on a $30,000 bond.
