KINGWOOD, W.Va. — The Preston County Sheriff’s Department arrested a Newburg woman on charges of gross child neglect.

Rita Osorio, 45, of Newburg, is in custody after deputies responded to an emergency medical services call to a residence on Foggy Bottom Lane in Newburg.

According to the criminal complaint, Osorio was allegedly identified by authorities on the scene and was reported to be “seeing people that were not there” and “addicted to illegal drugs” in the home. Deputies also noted that there was a firearm “propped up beside the front door” and that Osorio was reported to be “violent in past circumstances of a similar nature.” Two children who were in Osorio’s care at the time were found at the home when deputies arrived, and the Preston County Sheriff’s Department SRT Team was needed at the scene where a PA system was used to try to contact Osorio, to which she would not respond.

Osorio was taken into custody a short time later without incident.

Osorio has been charged with gross child neglect and is being held in Tygart Valley Regional Jail.

The West Virginia State Police, the Preston County Office of Emergency Management, Kamp Ambulance, and WV Child Protective Services assisted on the call.
