Two face neglect charges after seven children improperly restrained

PHILIPI, W.Va. Two people have been arrested after operating a vehicle with seven improperly restrained children.

On Saturday, deputies from the Barbour County Sheriff’s Department stopped a vehicle at U.S. Route 33 near Talbot Road that had a very low tire and a loud exhaust. When deputies made contact with the driver, Xzavier Anderson, 25, of Philipi, they immediately observed a child partially sitting and hanging on to the front passenger, identified as Elizabeth Gregory, 30, of Junior.

Six more children were found in the rear of the vehicle who were not properly restrained. Deputies said the children ranged in age from three to 15 years old.

Anderson and Gregory have been charged with three counts of child neglect that create a risk of injury. Both are being held in the Tygart Valley Regional Jail in lieu of a $30,000 bond.
