Complaint against Morgantown councilwoman claims harrassment

MORGANTOWN, W.Va. — A police inquiry is underway involving a Morgantown councilwoman after the city’s clerk requested law enforcement respond to city hall following a Ward and Boundary Commission meeting.

In a November 17 police report, Officer Charles Behm wrote he met with Linda Tucker, a long-time city employee, at 2:25 p.m. where “Tucker stated that she wanted to report a harassment incident that had occurred involving Nancy Ganz.”

According to complaint, Ganz approached Tucker and “yelled at her for not properly posting notice to the public for the meeting”.

Ganz and Donald Spencer attended the commission meeting where Spencer reportedly requested to speak.

Morgantown police were told the committee voted to deny Spencer’s.

Spencer is listed as a party involved in the complaint. He reportedly “argued with Tucker that all meetings were required to allow a public portion” after Tucker expressed “it was unfortunate that he (Spencer) was unable to address the committee.”

Following back and forth between Spencer and Tucker, Ganz is accused of approaching the city clerk continuing to yell that the meeting was not properly posted for the public.

Tucker allegedly said proper notice was given. Officer Behm wrote “As Ganz left the room, she made a comment that she now had another lawsuit to start.”

Among the witnesses present at the time were City Engineer Damian Davis and Jo Vaughn, the consultant hired to assist the Ward and Boundary Commission.  Behm will continue questioning those who were there.

The commission is tasked with drawing boundary lines prior to city elections that distribute registered voters equally, or as close to equal as possible, in the city wards.
