Mon County woman charged with animal cruelty

MONONGALIA COUNTY, W.Va. A woman in Monongalia County has been charged with animal cruelty after deputies found a dog living in deplorable conditions.

Deputies went to the Scott’s Run Road address on Sunday, January 7, on a tip that there was a severely malnourished dog at the home.

The tip came from a person who told deputies they had recently taken a severely malnourished dog from a woman named Cheyenne Phillips and rushed it to the vet.

That witness said the dog appeared healthy in November of last year when he was helping to care for the pet, but Phillips refused to properly care for the dog, and it had been left downstairs laying in urine and feces.

The veterinarian who rendered care to the dog told deputies it was the worst case of neglect he had ever seen.

The dog passed away the following day at the vet’s office.

Cheyenne Phillips is being held in the North Central Regional Jail on a $100,000 bond.
