Morgantown welfare check results in one arrest

MORGANTOWN, W.Va. – Deputies from the Monongalia County Sheriff’s Department made a child neglect arrest during a welfare check Monday.

Deputies said they received information that Charlsie Allen, 37, of Morgantown, is an alcoholic and has a female juvenile in her care.

When deputies arrived at the door, they made contact with the juvenile, who was willing to open the door.

Deputies then yelled into the residence that it was a welfare check and Allen needed to come to the front door. When Allen refused, the juvenile unsuccessfully motioned deputies into the residence.

When deputies told Allen if she did not cooperate they would call Child Protective Services (CPS), she shut the door on them.

As CPS workers responded, Allen attempted to leave in a car with the child. When CPS workers did arrive, Allen refused to cooperate or answer questions.

Deputies said Allen showed several signs of intoxication, and her breath smelled like alcohol.

Allen has been charged with child neglect creating a risk of injury and is being held in the North Central Regional Jail.
