GLENVILLE, W.Va. State police have arrested two in Gilmer County after an investigation into alleged child neglect at the Oak Valley Apartment complex.
On March 23, troopers with the West Virginia State Police responded to a call about a child playing in the street who was wet and wearing light clothing.
Troopers arrived to find the witness who made the report and observed the child playing outside in 48-degree weather on the roadway and wearing light clothing.
When troopers talked to Candace Conrad, 28, and Tony Blosser, 36, both of Glenville, they both thought the child was in the bedroom sleeping.
Conrad and Blosser then walked troopers through the home, which police said was messy, dirty, and unsafe, and found the child had been locked inside the room from the outside with a system of bungee cords.
In the room, troopers said they found feces smeared into the carpet along and on the walls and several items of drug paraphernalia in open view within a nightstand.
Troopers said Conrad admitted to smoking methamphetamine from the pipe the day before.
Conrad and Blosser have been charged with two counts each of child neglect and are being held in Central Regional Jail.
