WVU student killed in Jefferson Co. shooting

CHARLES TOWN, W.Va. — There may be additional arrests in connection with a shooting death that happened in a Jefferson County subdivision Tuesday afternoon.

Ryan Mumaw, 21, of Jefferson County, a junior at West Virginia University, was believed to be a passenger in a vehicle when he was shot in the Locust Hill subdivision near Charles Town at about 2 p.m., Jefferson County Sheriff Pete Dougherty said.

Rakeem "Rockee" Newman, 18, is in jail charged with murder.

Investigators believe multiple shots came from another vehicle. Rakeem “Rockee” Newman, 18, turned himself in to police late Tuesday night and was charged with first degree murder.

The shooting was not a random act, Dougherty said.

“This is not somebody who drove by and just started shooting at someone,” he said.

There could be additional arrests.

“We are continuing to investigate and looking for one or two other people,” Dougherty said.

A juvenile,  believed to be in the other vehicle, turned himself in to police. He was released into the custody of his parents. Also police do not consider the driver of the Mumaw vehicle a suspect, according to Dougherty.

Both vehicles were seized by police.
