Second arrest made in Preston County murder investigation

KINGWOOD, W.Va. – A second suspect has been charged in the alleged murder of Phillip “Buckie” Barlow. Laura Lynn Martin, 36, of Tunnelton, faces first degree murder charges in the case.

Police arrested and charged Robert Quinn, 43, of Tunnelton, with first degree murder last week in connection with the killing.

Police reports say Barlow’s vehicle was found in May of 2019 on Shower Bath Road. When police arrived they discovered someone tried to set the vehicle on fire but it only smoldering.

In June of 2019, Barlow’s body was found near the Fortney’s Mill area of Preston County. Officials determined Barlow died of a deep laceration to the throat.

Police determined Quinn, and his live-in girlfriend, Martin lived next door to Barlow and killed him during a failed robbery attempt.

Earlier this month, Quinn and Martin were being held on unrelated charges when Preston County detectives interviewed him. During the interview Quinn admitted to the killing and implicated Martin.

Currently, Martin is awaiting extradition from Garrett County where she is being held nn unrelated charges.
